Colchester Unites for Roman Circus: Community Leaders Demand Rethink of Controversial ABRO Development in Open Letter

A coalition of local leaders, heritage advocates, and business representatives have issued a joint appeal urging a reconsideration of the current development plans for the ABRO site in Colchester, adjacent to Britain’s only known Roman chariot racing track — the nationally significant Colchester Roman Circus.

The letter is published just days before a crucial planning appeal begins to determine the future of the site.
The letter, addressed to the Planning Inspector, comes just days before the crucial planning inquiry is due to begin to determine the future of the site. The planning inquiry begins on 8 July 2025 at Colchester Town Hall. The signatories stress that time is now of the essence, and that the current proposal by Countryside Partnerships risks missing a once-in-a-generation opportunity to celebrate and enhance Colchester’s extraordinary Roman heritage.
“This is about more than just housing,” the letter states. “It’s about creating a development that supports local pride, encourages sustainable travel, and boosts the local economy through tourism and cultural investment.”
The group highlights an alternative vision proposed by local architect Francis Terry in collaboration with Create Streets. Their design offers a more thoughtful layout that not only protects the Roman Circus but also provides new homes and better integrates the development with the city’s heritage.

“This letter brings together voices from across Colchester’s political, cultural, and business communities. It’s a powerful statement of unity and shared purpose. We all want to see a development that respects our past while building a better future — and we believe that’s entirely possible here.
“The Planning Appeal is a crucial moment. We can make this work. Colchester has a rich, vibrant history. It’s time to make sure we make the most of it for future generations.”
The signatories — including former MPs Sir Bob Russell and Will Quince, local councillors, business leaders, and heritage experts — are calling on all parties involved in the planning appeal to work collaboratively to ensure the development becomes a source of pride for Colchester and a national model for building beautifully and sustainably around heritage.
