Colchester Council Backs Garden Community Plan: Pam Cox MP Hails “Infrastructure-First” Victory for Residents

Colchester City Council has voted in favour of adopting the Development Plan Document (DPD) for the Tendring Colchester Borders Garden Community, a move welcomed by Pam Cox MP as a “turning point for responsible, community-led growth.”

Pam Cox, who also serves as a Colchester City Councillor, praised the decision as a major step forward in ensuring that new homes are delivered alongside the infrastructure residents need.
“Tonight’s vote is a turning point,” said Pam Cox MP. “We’ve chosen to take control of our future—to plan for homes, schools, roads, and surgeries together, not in isolation. This is an infrastructure-first approach, and I’m proud to have supported it.”
The DPD sets out a clear framework for the development of the Garden Community, with a firm condition that no housing can proceed without full funding for the vital Link Road. The plan also includes commitments to new schools, GP surgeries, and other essential community facilities.
Councillor Lee Scordis, Deputy Leader of the Labour Group, added:
“This is about building a future that works for everyone. We’ve seen what happens when development is allowed to run ahead of infrastructure — it’s our communities that suffer.
“This plan puts people first, and I’m proud our group stood up for that principle tonight.
“The plan protects Salary Brook and other surrounding SSSI's, as well as creating a community built around green spaces.”
The decision aligns Colchester with Tendring District Council, which had already voted to adopt the plan. With both councils now united, the Garden Community project can move forward with a shared vision. Essex County Council also back the decision as the third member of the Joint Committee for the Garden Community,
